Natural Disaster Impact Assessment Using OnTheMap for Emergency Management

Natural disaster assessments rarely include a consideration of worker and business disruptions with its impacts to the labor market. 

However, OnTheMap for Emergency Management uses a geographic display of an area's profile and its labor shed to estimate data on a number of factors, including the number of disaster-related unemployment insurance initial claims that may result from any given disaster event.  

The Census Bureau's OnTheMap for Emergency Management

OnTheMap for Emergency Management is a public data tool that provides an intuitive web-based interface for accessing U.S. population and workforce statistics, in real time, for areas being affected by natural disasters. The tool allows users to retrieve reports containing detailed workforce, population, and housing characteristics for hurricanes, floods, wildfires, winter storms, and federal disaster declaration areas.

Statistical data sources include Decennial Census, American Community Survey (ACS) 5-year estimates, and Longitudinal Employer-Household (LEHD) Origin-Destination Employment Statistics (LODES).

Webinars on Natural Disaster Assessment Using OnTheMap

The ETA webinar demonstrated a step-by-step method for using the Census Bureau’s OnTheMap (OTM) for Emergency Management tool to study labor market characteristics in disaster-impacted areas.

The presenters discuss use of the OTM area profile and labor shed reports to estimate the number of disaster-related unemployment insurance initial claims that may result from a disaster event.

LED Workshops and Training

The Census Bureau conducts training for workforce investment boards (WIBs) to help them use the Local Employment Dynamics (LED) information they need for decision-making.

The Census Bureau convenes an annual workshop with state partners, federal agencies, and public and private organizations with shared interests. The purpose is to review progress with the data tools, showcase use of data and analyses, solicit input and ideas, explore new concepts and uses, and discuss research and development directions for the coming years.
