The Workforce Innovation and Opportunity Act (WIOA) Title I Youth formula program allows for youth living in a high-poverty area to automatically meet the low-income eligibility criterion.
These Directions for Determining High-Poverty Areas for WIOA Youth Eligibility contain step-by-step instructions for how to determine whether a youth lives in a high-poverty area according to WIOA.
Using these instructions to identify high-poverty areas (including high-poverty contiguous Census tracts) may also be useful when designing and implementing your program's targeted outreach and recruitment strategy.
These instructions have been updated to reflect the layout of the Census Bureau's website as of September 2024, and therefore serve as the updated Attachment II to Training and Employment Guidance Letter (TEGL) 21-16. If the Census Bureau's website changes again, these instructions will be updated as necessary.
