Economic Growth and Apprenticeship: Strategies for Sector Training Programs with Positive Outcomes

Employment and Earnings Effects of the WorkAdvance Demonstration After Seven Years 

The WorkAdvance, a sector strategies program model in New York City, Ohio, and Oklahoma, trained people for jobs with a strong local demand and opportunity for career advancement. The model includes intensive screening, career readiness services, occupational skills training, job placement, and retention and advancement services. An evaluation examined outcomes seven years after individuals entered the study. The evaluation shows increased earnings in one location and no effect on earnings in the other locations. In three locations (two in New York and one in Ohio), the proportion of people who earned $40,000 or more increased over seven years. The evaluation results suggest sector programs can increase earnings in the longer term and lead to advancement. 

Early Outcomes Study Evaluation of the TechHire and Strengthening Working Families Initiative

The TechHire and Strengthening Working Families Initiative grant programs provide training and supportive services for individuals who face barriers to employment. These programs make training more accessible and connect disadvantaged populations to high-growth labor market sectors. This study describes program services, participant characteristics and outcomes. The evaluation results suggest that participants achieved positive training outcomes, but not all participants started training, completed training, or received a credential. In both programs, higher levels of education were positively correlated with training outcomes. Supportive service receipt was higher among females than males and among participants with low incomes than those without low incomes.
